“Agreement” means these Visa Prepaid Card Terms and Conditions. “We”, “us” and “our” refer to Keesler Federal Credit Union. “You” and “your” refer to the person who has obtained a Card from us. “Card” means the primary Visa reloadable Prepaid Card and any secondary reloadable Prepaid Cards obtained from us. Our “Business Days” are Monday through Friday, Federal holidays are not included.

 

1. Agreement; Amendments
We agree to maintain the Card for you and to perform according to this Agreement. By obtaining a Card from us, activating the Card, and by using the Card or by permitting anyone else to use the Card, you agree to the provisions of this Agreement, which is subject to amendment, and further agree that this Agreement is binding on your successors, representatives and assigns. We may from time to time adopt new or amended provisions which will be effective after notice has been mailed to you at the last address or email address shown for the Card on our records or has been posted on our Website, www.kfcu.org, or as otherwise permitted by law. Provisions changed pursuant to regulatory authorities shall be effective per such regulation without further notice.

2. Ownership and Use of the Card
The card is and will remain our property. However, you will be solely and completely responsible for the possession, use and control of the Card. You must surrender the Card to us immediately upon request. The Card may not be used for Internet lottery, betting, or gambling transactions or for any illegal transactions.

3. Ordering Personalized Cards Online
Our Visa International Prepaid Card (personalized) can be purchased by anyone that has a valid debit or credit card registered in his or her name. The individual purchasing the card is defined as the primary cardholder. The address listed for the primary cardholder must match the billing address for the debit/credit card used to purchase the International Prepaid Card. Personalized primary cardholders can order online up to 4 personalized secondary cards for family members or companions. When purchasing a secondary card for a young person with no card experience, be sure to go over all of the materials that accompany the card.

4. Before Using Your Card
You must activate the Card by signing into our website and choosing the option for Activate Card or by calling the Member Service Number (855) 657-8588. A PIN will be assigned after the Card is activated. You will have the option to select a new PIN should you desire. Remember to sign the back of the Card. Write down your Card number and the Member Service Number on a separate piece of paper in case the Card is ever lost or stolen. At the time of activation, for your protection and for regulatory purposes, we may request, and you agree to provide, some additional identification verification information such as your home phone number, date of birth, social security number and zip code. We may use this data for a range of purposes, including but not limited to facilitating refunds if your Card is lost or stolen, enhancing usage at merchants that my require zip code authorization, and aiding in collection efforts in the event of a shortage, as defined herein. We will hold your information in confidence in accordance with the section below entitled “Privacy”. If you do not wish to provide the data, or if the data you provide us cannot be appropriated verified, we reserve the right to cancel your Card and reimburse you for the Initial Load Amount.

For security reasons, some countries may be blocked from access. If you are traveling out of the country, contact us before leaving to inquire about which countries and how to enable use.

Please read the following carefully and keep these Terms and Conditions for your records as they set out the Agreement between you and us. You will be deemed to have accepted the Card and the terms of this Agreement if you do any of the following: (a) use the card, or (b) activate the Card.

Please sign the back of your Prepaid Card using your usual signature immediately upon receipt.

You must be a citizen or resident of the U. S., or dependent of a citizen or a resident of the U. S. with a ITIN to purchase the Card. The minimum value that can be prepaid is $50.00.

5. Using Your Card
The Visa Prepaid Card is a reloadable stored-value card. It is not a credit card. This Card is issued by Keesler Federal Credit Union, pursuant to a license from Visa U. S. A., Inc. Your Card allows you to access your prepaid funds at ATMs, which display the Visa brand. You may also use your card at merchants who accept Visa debit cards worldwide. The Card may not be used at some merchants including non-financial money exchange establishments and gambling establishments.

We advise that any person to whom you may give an additional Card should be advised to treat the PIN for that Card in the same manner.

The maximum value credit to the Prepaid Card on issue is limited to $5,000.00 and no more than $5,000.00 can be available for use on the Card at any one time.

Activate your Card online at www.kfcu.org or by calling toll-free, (855) 657-8588. You will be required, for validations purposes, to provide personal information. You will also be given a PIN. You will need your PIN to access cash from ATMs and to use at all merchants abroad equipped with global chip & pin terminals. You may use your Card after activation. If you cannot remember your PIN, you must call the customer support at any time 24/7/365 to hear your PIN.

The Card is non-transferable. The person who purchases the Card is the only person authorized to use the Card. Please do not give your Card to anyone else to use.

You may request up to 4 additional personalized Cards or 2 additional non-personalized Cards when you order your primary Card for any user you authorize, which will have to be separately activated and which can be used in the same way as the Card at ATMs and merchants that accept Visa debit cards. You are responsible for all authorized transactions made with this additional Card.

You may only use the Card when there is a balance available on the Card and only up to the amount left on the Card and any transaction fee due. All use at an ATM or for purchases will be deducted from your Card, including any transaction fees. Any transaction made that exceeds the available balance will be declined. However, there can be times when a Visa merchant puts an item through without prior authorization. If an overdraft occurs, the Cardholder will be required to either reload funds onto the Card or make a payment to Cardholder services to cover the negative amount.

Some Visa merchants may, subject to limits, allow you to use your Card for cash-back on purchases and cash may be advanced at a Visa affiliated financial institution. Cash-back is only available at US Visa merchants with your International Prepaid Card; it is not available at international Visa merchants.

When you use your Card at an automated gas station pump, you will require a minimum of $100 available credit on the Card to enable gas to be dispensed (it may take up to 24 hours before any unused amount is available to spend due to the way in which the transactions are processed). If your available balance is less than this, please pay the attendant in the gas station.

If you use the Card to make a telephone call this can require a minimum credit of $15.00.

If you use your Card to purchase meals or drinks may restaurants and bars factor a tip into the price of up to 20% when pre-authorizing Card purchases but you should only be debited with the actual amount you spend. Hotels and cruise liners operate a similar policy, usually 15%.

Automobile rental businesses likewise add 15% to the rental to allow for any additional expenses and mail order companies often add a similar amount for potential shipping costs although the amount finally debited should be the same as the final bill.

When making a purchase on the phone, by mail or online, the account information you provide must be the same account information as registered for the Card and a difference may lead to a declined authorization.

If you use the Card to buy goods and you want to use some other method of payment for part of the cost please advise the store in advance and use the Card first before paying any balance by other means. We do not guarantee that the establishment will fulfill this request.

Your Card will expire on the date embossed on the front of the Card. If your card is a personalized card, is in good standing and has greater than a $0 balance, it will automatically reissue.

The Card is our property and we may revoke the Card at any time without cause or notice. You must surrender a revoked Card and any Additional Card and you may not use an expired or revoked Card. Upon revocation any amount remaining in your Card account, after deducting all applicable fees, will be returned to you.

You will notify us promptly within a reasonable time if the Card is lost or stolen. A replacement Card will be issued for the balance remaining on the Card at the time it is reported lost or stolen (subject to unauthorized use of the Card as set out below).

We may change the terms of this Agreement or any features of the Card, and we will give you notice of any such change as required by law.

Any entity honoring the Card is required to obtain approval or authorization for any transaction. The balance available for authorizing transactions with the Card is the lesser of your available balance or any dollar limitation disclosed for the transaction being performed. You may use your Card only in the manner and for the purposes authorized by this agreement.

You do not have the right to stop payment on any purchase transaction originated by use of the Card. We are not responsible for any injury to your or to anyone else caused by any goods or services purchased or leased with your Card. If you are entitled to a refund for any reason for goods or services obtained with a Card, you agree to accept credits to your Card in place of cash.

We may suspend your access to your Card if we notice excessive use of your Card or other suspicious or potentially illegal activities. Access will be reinstated once we have notified you, clarified the situation and rectified any problems.

6. Pin Protection
You agree to take all necessary steps to protect your PIN and never disclose your PIN to anyone. For security purposes never write your PIN on the Card and never carry a record of your PIN in your purse or wallet. If you permit someone else to use your Card and you give that person your PIN, we will treat this as if you have authorized this person to use your Card and you will be responsible for any transactions initiated by such person with your Card.

We caution that any person to whom you may give an additional Card should be advised to treat the PIN for that Card in the same manner.

If you have forgotten your PIN, call the customer support number (855) 657-8588 immediately to hear your PIN.

7. For Your Safety When Using an ATM, Please Observe the Following
If the ATM you are using is inside a building, close the entry door completely upon entering. Individuals who have a legitimate need to gain access to an ATM should have an access device. Put withdrawn cash in a secure place before stepping away from the ATM. Be aware of your surroundings. If you believe you are being watched or followed, cancel your transaction, then go to a well-populated area. If necessary, call the local police. Do not write your PIN on or near the Card. Do not give your PIN to anyone else. In case of an emergency, call 911.

8. Card Activity Information
You can review your Card balance and the last 5 transactions activity records by calling toll-free (855) 657-8588 or by visiting www.kfcu.org where full details of all transactions are available free of charge.

This information is available to you 24 hours a day, 7 days a week. Your Keesler Federal Credit Union VISA Prepaid Card account number and some of the information requested when you ordered the Card are required for authentication.

9. Card Reloading
You can add value of at least $50.00 on your Prepaid Card by making a payment at your local Keesler Federal Credit Union branch. Please bear in mind the number of loads on a Non-Personalized Card is limited to four, including the initial load. Personalized cards have unlimited reload capabilities.

You can also add value at www.kfcu.org or by calling toll free (855) 657 8588 by initiating funds transfer from your designated funding account. Funds may not be available for immediate use after you have initiated the transfer. The ability to set up direct deposit from your employer is also available (Personalized Cards only).

10. ATM Usage
The frequency, amount, and timing of cash withdrawals made from ATMs may be limited by the ATM operator. There may be other limitations on the types, frequency, and timing of cash withdrawals established by us from time to time, without notice, for security purposes.

A fee may be imposed by an ATM operator when you initiate a withdrawal of balance inquiry and by any ATM network used to complete the transaction.

11. Prepaid Card Account Fees and Charges
Personalized Card Fee – $5.95 plus shipping as advised when ordering online.

Personalized Secondary Card Fee – $3.00 plus shipping as advised when ordering online.

Express Delivery Fee – You will be charged an additional fee of $20.00 when requesting a card order to be sent via express mail.

Non-Personalized (Instant Issue) Card Fee – $8.95

Non-Personalized Secondary Card Fee – $7.95

Inactivity Fee – If no activity for 12 consecutive months, a monthly inactivity fee of $2.50 per month will be assessed to the card balance until there is activity on the Card.

Monthly Maintenance fee – There is a $2.00 Monthly maintenance fee assessed to personalized cards.

Personalized Card Reload Fee – $3.00 per value load

Non-Personalized Card Reload Fee – $5.00 per value load (limited to 3 additional value loads).

IVR (Inter Voice Response) Call Fee – There is a $1.00 fee for calls to the automated voice system (the same information is available free of charge online by logging into your online Prepaid Account.)

Customer Service Call Fee – You will be charged $3.95 if you choose to transfer from the automated system to a live agent.

Additional Charges for Transactions in a Foreign Currency and “Cross-Border” Transactions – If a card transaction is made in a currency other than that loaded on the Card, the amount will be converted into the appropriate currency at an exchange rate on the day the transaction is processed. The exchange rate used is the wholesale money market or the government-mandated rate increased by 1% (including the Visa handling charge of 1%).

12. Our Liability
If we do not complete a transfer from the Card on time or in the correct amount according to these terms and conditions we will be liable for your losses or damages. However there are some exceptions. We will not be liable, for instance:

If through no fault of ours, and ATM or merchant refuses to honor the Card.

If through no fault of ours, you do not have enough money available on your Card to make a withdrawal or purchase.

If the terminal or system was not working properly and it was known about when the transaction started.

If the terminal or system was not working properly and it was known about when the transaction started.

If circumstances beyond our control (such as flood or fire) prevent the transfer, despite reasonable precautions that we have taken.

Other exceptions stated in these terms and conditions.

13. Errors or Questions
If you think there is an error involving a transaction made with your Card such as a purchase you didn’t make or an incorrect amount charged to your Card, please call us at (855-657-8588), email us at [email protected] or write to us at: Cardholder Services, P. O. Box 7235, Sioux Falls, SD, 57117-7235. If you tell us orally, we may require that you send your claim or question in writing within 10 business days.

We must hear from you no later than 60 days after the transaction is posted to your account. Tell us your name and Card number. Describe the error or the transaction you are unsure about, and explain as clearly as you can why you believe it is an error or why you need more information. Tell us the dollar amount of the suspected error.

If we decide that there was no error, we will send you a written explanation after we finish our investigation and any credit made under the preceding paragraph must be repaid by you. You may ask for copies of documents that we used in our investigation.

14. Termination
We reserve the right to terminate this Agreement or any of the services that are described herein by giving you written notice. You may at any time terminate this Agreement by calling us, toll-free, at (855) 657-8588. Termination will not affect any of our rights or your obligations arising under this Agreement prior to termination.

15. Amendment
We may amend these terms and conditions at any time by adding, deleting or changing provisions in compliance with the applicable notification requirements of federal law. However, if the change is made for security purposes, we can implement it without prior notice.

17. Unclaimed Funds
The balance on an expired card may become unclaimed funds and income to Keesler Federal Credit Union if, as shown by our records, you have not, within the specified period, cased any activity or receo0ved any payments with regard to the Card, indicated any interest in the Card, corresponded with us concerning the Card, or otherwise indicated an interest in the Card as evidenced by a writing on file with us, or transacted any business with us.

18. Visa Zero Liability and Unauthorized Use
Visa’s zero liability policy may protect you from liability for certain unauthorized transactions. Please contact Visa for complete details. If your account history has transactions that you did not make, tell us at once by calling toll-free (855)657-8588. If you do not tell us within 60 days, you may not get back any money you lost if we can prove we could have stopped someone from fraudulently using the Card if you had told us in time.

If you notice fraudulent activity on your card, promptly contact your financial institution to report it. It is important to continually monitor your monthly statement to identify any unauthorized transactions.

You should always regularly check their transaction history for accuracy. Financial institutions may impose greater liability on the cardholder if the financial institution reasonably determines that the unauthorized transaction was caused by the gross negligence or fraudulent action of the cardholder-which may include your delay for an unreasonable time in reporting unauthorized transactions.

You acknowledge that purchases made with prepaid Cards are similar to those made with cash. You cannot “stop payment” on such transactions. Any problems or disputes you may have regarding a purchase should be addressed directly with the merchant. We may require you to provide a written statement regarding claims of unauthorized transactions.

19. Information Needed to Obtain Your Card
The USA PATRIOT ACT is a federal law that requires all financial institutions to obtain, verify, and record information that identifies each person who opens a Card account has provided us with sufficient documentation for identification verification purposes under applicable laws and regulations. To continue ongoing compliance and validation, we may request additional identity verification documentation from you from time to time for our regulatory compliance purposes also ask to see your driver’s license, government-issued photo ID or other identifying documents on a going forward basis in connection with your Card.

The balance available for authorizing transactions with the Card is the lesser of your available balance or any dollar limitation disclosed for the transaction being performed. You may use your Card only in the manner and for the purposes authorized by this agreement.

You do not have the right to stop payment on any purchase transaction originated by use of the Card. We are not responsible for any injury to your or to anyone else caused by any goods or services purchased or leased with your Card. If you are entitled to a refund for any reason for goods or services obtained with a Card, you agree to accept credits to your Card in place of cash.

We may suspend your access to your Card if we notice excessive use of your Card or other suspicious or potentially illegal activities. Access will be reinstated once we have notified you, clarified the situation and rectified any problems.

6. Pin Protection
You agree to take all necessary steps to protect your PIN and never disclose your PIN to anyone. For security purposes never write your PIN on the Card and never carry a record of your PIN in your purse or wallet. If you permit someone else to use your Card and you give that person your PIN, we will treat this as if you have authorized this person to use your Card and you will be responsible for any transactions initiated by such person with your Card.

We caution that any person to whom you may give an additional Card should be advised to treat the PIN for that Card in the same manner.

If you have forgotten your PIN, call the customer support number (855) 657-8588 immediately to hear your PIN.

7. For Your Safety When Using an ATM, Please Observe the Following
If the ATM you are using is inside a building, close the entry door completely upon entering. Individuals who have a legitimate need to gain access to an ATM should have an access device. Put withdrawn cash in a secure place before stepping away from the ATM. Be aware of your surroundings. If you believe you are being watched or followed, cancel your transaction, then go to a well-populated area. If necessary, call the local police. Do not write your PIN on or near the Card. Do not give your PIN to anyone else. In case of an emergency, call 911.

You can review your Card balance and the last 5 transactions activity records by calling toll-free (855) 657-8588 or by visiting www.kfcu.org where full details of all transactions are available free of charge.

This information is available to you 24 hours a day, 7 days a week. Your Keesler Federal Credit Union VISA Prepaid Card account number and some of the information requested when you ordered the Card are required for authentication.

9. Card Reloading
You can add value of at least $50.00 on your Prepaid Card by making a payment at your local Keesler Federal Credit Union branch. Please bear in mind the number of loads on a Non-Personalized Card is limited to four, including the initial load. Personalized cards have unlimited reload capabilities.

You can also add value at www.kfcu.org or by calling toll free (855) 657 8588 by initiating funds transfer from your designated funding account. Funds may not be available for immediate use after you have initiated the transfer. The ability to set up direct deposit from your employer is also available (Personalized Cards only).

10. ATM Usage
The frequency, amount, and timing of cash withdrawals made from ATMs may be limited by the ATM operator. There may be other limitations on the types, frequency, and timing of cash withdrawals established by us from time to time, without notice, for security purposes.

A fee may be imposed by an ATM operator when you initiate a withdrawal of balance inquiry and by any ATM network used to complete the transaction.

11. Prepaid Card Account Fees and Charges
Personalized Card Fee – $5.95 plus shipping as advised when ordering online.

Personalized Secondary Card Fee – $3.00 plus shipping as advised when ordering online.

Express Delivery Fee – You will be charged an additional fee of $20.00 when requesting a card order to be sent via express mail.

Non-Personalized (Instant Issue) Card Fee – $8.95

Non-Personalized Secondary Card Fee – $7.95

Inactivity Fee – If no activity for 12 consecutive months, a monthly inactivity fee of $2.50 per month will be assessed to the card balance until there is activity on the Card.

Monthly Maintenance fee – There is a $2.00 Monthly maintenance fee assessed to personalized cards.

Personalized Card Reload Fee – $3.00 per value load

Non-Personalized Card Reload Fee – $5.00 per value load (limited to 3 additional value loads).

IVR (Inter Voice Response) Call Fee – There is a $1.00 fee for calls to the automated voice system (the same information is available free of charge online by logging into your online Prepaid Account.)

Customer Service Call Fee – You will be charged $3.95 if you choose to transfer from the automated system to a live agent.

Additional Charges for Transactions in a Foreign Currency and “Cross-Border” Transactions – If a card transaction is made in a currency other than that loaded on the Card, the amount will be converted into the appropriate currency at an exchange rate on the day the transaction is processed. The exchange rate used is the wholesale money market or the government-mandated rate increased by 1% (including the Visa handling charge of 1%).

12. Our Liability
If we do not complete a transfer from the Card on time or in the correct amount according to these terms and conditions we will be liable for your losses or damages. However there are some exceptions. We will not be liable, for instance:

If through no fault of ours, and ATM or merchant refuses to honor the Card.

If through no fault of ours, you do not have enough money available on your Card to make a withdrawal or purchase.

If the terminal or system was not working properly and it was known about when the transaction started.

If the terminal or system was not working properly and it was known about when the transaction started.

If circumstances beyond our control (such as flood or fire) prevent the transfer, despite reasonable precautions that we have taken.

Other exceptions stated in these terms and conditions.

13. Errors or Questions
If you think there is an error involving a transaction made with your Card such as a purchase you didn’t make or an incorrect amount charged to your Card, please call us at (855-657-8588), email us at [email protected] or write to us at: Cardholder Services, P. O. Box 7235, Sioux Falls, SD, 57117-7235. If you tell us orally, we may require that you send your claim or question in writing within 10 business days.

We must hear from you no later than 60 days after the transaction is posted to your account. Tell us your name and Card number. Describe the error or the transaction you are unsure about, and explain as clearly as you can why you believe it is an error or why you need more information. Tell us the dollar amount of the suspected error.

If we decide that there was no error, we will send you a written explanation after we finish our investigation and any credit made under the preceding paragraph must be repaid by you. You may ask for copies of documents that we used in our investigation.

14. Termination
We reserve the right to terminate this Agreement or any of the services that are described herein by giving you written notice. You may at any time terminate this Agreement by calling us, toll-free, at (855) 657-8588. Termination will not affect any of our rights or your obligations arising under this Agreement prior to termination.

15. Amendment
We may amend these terms and conditions at any time by adding, deleting or changing provisions in compliance with the applicable notification requirements of federal law. However, if the change is made for security purposes, we can implement it without prior notice.

17. Unclaimed Funds
The balance on an expired card may become unclaimed funds and income to Keesler Federal Credit Union if, as shown by our records, you have not, within the specified period, cased any activity or receo0ved any payments with regard to the Card, indicated any interest in the Card, corresponded with us concerning the Card, or otherwise indicated an interest in the Card as evidenced by a writing on file with us, or transacted any business with us.

18. Visa Zero Liability and Unauthorized Use
Visa’s zero liability policy may protect you from liability for certain unauthorized transactions. Please contact Visa for complete details. If your account history has transactions that you did not make, tell us at once by calling toll-free (855)657-8588. If you do not tell us within 60 days, you may not get back any money you lost if we can prove we could have stopped someone from fraudulently using the Card if you had told us in time.

If you notice fraudulent activity on your card, promptly contact your financial institution to report it. It is important to continually monitor your monthly statement to identify any unauthorized transactions.

You should always regularly check their transaction history for accuracy. Financial institutions may impose greater liability on the cardholder if the financial institution reasonably determines that the unauthorized transaction was caused by the gross negligence or fraudulent action of the cardholder-which may include your delay for an unreasonable time in reporting unauthorized transactions.

You acknowledge that purchases made with prepaid Cards are similar to those made with cash. You cannot “stop payment” on such transactions. Any problems or disputes you may have regarding a purchase should be addressed directly with the merchant. We may require you to provide a written statement regarding claims of unauthorized transactions.

19. Information Needed to Obtain Your Card
The USA PATRIOT ACT is a federal law that requires all financial institutions to obtain, verify, and record information that identifies each person who opens a Card account has provided us with sufficient documentation for identification verification purposes under applicable laws and regulations. To continue ongoing compliance and validation, we may request additional identity verification documentation from you from time to time for our regulatory compliance purposes also ask to see your driver’s license, government-issued photo ID or other identifying documents on a going forward basis in connection with your Card.

The following are your Keesler Federal Credit Union Visa Gift Card Terms and Conditions. In these Terms and Conditions “you” or “your” means the person who has received the Keesler FCU Visa Gift Card; “we”, “us” or “our” means KEESLERFCU; “Card” means the Keesler FCU Visa Gift Card. Please read the following carefully and keep them for your records. By accepting and using your Card, you are agreeing to these Terms and Conditions.

1. Using Your Card
You may use your Keesler FCU Personalized Gift Card after activating it and obtaining a PIN at www.kfcu.org, or by calling 866-902-6082. Please sign the back before you use the Card.

Your Keesler FCU Visa Gift Card is issued by Keesler FCU and may be used for purchases at most merchants where Visa Debit is accepted. The Card may not be used for recurring payments, non-financial money exchange establishments and gambling establishments.

Some merchants, like restaurants, may attempt to submit authorizations against the Card for an amount greater than the actual purchase amount. If a merchant attempts an authorization greater than the balance remaining on your gift Card, it may be declined.

This Keesler FCU Visa Gift Card is not a credit Card and may not be reloaded. You may only use it when there is a balance remaining on the Card and only up to the amount left on the Card. Purchases will be deducted from your Keesler FCU Visa Gift Card until the value reaches zero. If a transaction initiated by you exceeds the remaining balance on the Card, you must tell the merchant before completing the transaction. Any transaction attempted for more than the amount available on the Card will be declined. Therefore, you must know the amount available on your Card and inform the merchant to process the transaction in that amount. You must pay the difference with another form of payment. If you are given value through the use of the Card greater than the balance remaining, you will pay us on demand the amount by which your transactions exceeded the balance remaining on the Card.

2. Fees and Charges
There are no fees associated with the use of the Card when purchasing goods and services.

Non Personalized Load Fee: $3.95

Inactivity Fee: An Inactivity Fee of $2.50 will be charged after 12 months of no activity on the card. The fee will not be charged once the balance of the Card reaches $0.

Card Replacement Fee: A lost, stolen, or damaged Card replacement fee of $10.00 will be imposed for the replacement of the Card and will be deducted from the remaining balance.

3. Non U.S. Transactions
If a Card transaction is made in a currency other than that loaded on the Card, the amount will be converted into the appropriate currency at an exchange rate on the day the transaction is processed. The exchange rate used to determine the transaction amount in US dollars is either a rate selected from Visa from the range of rates available in wholesale currency markets for the applicable central processing date, which rate may vary from the rate Visa itself receives, or the government mandated rate in effect for the applicable central processing date, plus 2%.

4. Your Liability For A Lost or Stolen Card or Unauthorized Transactions
Contact us immediately at 866-902-6082 if you believe the Card has been lost or stolen, or that someone has accessed or may access money from the Card without your permission. You will not be liable for lost value on the Card if you satisfy the following conditions:

  • You have immediately called us and reported the Card lost or stolen, which allows us to the status the Card.
  • You have signed the Card on its reverse side in permanent ink.
  • You inform us of the Card number and the approximate date of your last authorized use.
  • Your have not reported two or more incidents of unauthorized use to us in the preceding 12-month period.
  • You report all facts of the loss or theft to us and you cooperate in our investigation.

5. Our Liability for Failure to Make Transactions
We may restrict access to the Card, temporarily or permanently, if we notice suspicious activity in connection with the Card, and we will notify you if we do so. We have no liability for restricting access to the Card because of suspected suspicious activity. Access will be reinstated if we determine that there has been no unauthorized use of the Card.

If we do not complete a transfer from the Card on time or in the correct amount according to our Agreement with you (other than for restrictions because of suspicious activity), we will be liable for the correct amount of the transfer. However, there are some exceptions. We will not be liable, for instance:

  • If through no fault of ours, a merchant refuses to honor the Card;
  • If through no fault of ours, you do not have enough money available on the Card to make a purchase;
  • If the terminal or system was not working properly;
  • If the Card is expired, damaged, or revoked;
  • If the Card has been reported lost or stolen;
  • If the Credit Union has reason to believe there is something wrong, for example, that the Card has been stolen;
  • If the transaction information supplied to the Credit Union by you or a third party is incorrect or untimely;
  • If circumstances beyond our control (such as flood or fire) prevent a transaction, despite reasonable precautions that we have taken;
  • The merchant authorizes an amount greater than the purchase amount.

There may be other applicable exceptions as otherwise provided by state or federal laws.

6. Error Resolution Procedures
Records detailing the use of your Card are available by calling 866-902-6082 . In case of errors or questions about transactions arising from the use of your Card, of if any records you see show transactions that you did not make, call 866-902-6082 immediately. We must hear from you no later than 60 days after the transaction appeared on the transaction activity report. If a good reason such as a hospital stay or long trip prevented you from telling us, we may, at our discretion, extend the period for a reasonable time. In order to help you with your questions, we will need the following information:

  • Your name, address, phone number, and Card number.
  • A description of the error or transaction you are unsure about and why you believe there is an error or why you need more information.
  • The dollar amount of the suspect error.

Once the type of dispute is identified, we will mail you the appropriate paperwork to complete. No other action will be taken until the completed paperwork is received at the address specified in the documentation. Upon receipt of the completed paperwork, we will send you a confirmation letter and begin the investigation. We will determine whether an error occurred within 60 days. If we need more time, however, we may take up to 30 additional days to investigate your complaint or question. If we decide to do this, we will send you a letter. Credit will be given only after it has been determined that it is warranted.

We will tell you the results after completing our investigation. If we decide that there was no error, we will send you a written explanation. You may ask for copies of the documents we used in our investigation.

7. Closure, Expiration, or Revocation of Card
You may close your Card and receive the remaining balance by contacting 866-902-6082 or by visiting your local Keesler FCU branch. A fee will apply (see Fees and Charges).

Your Card expires on the last day of the monthly displayed on the Card. At expiration, the Card will be closed and any unused balance will be returned to the appropriate governing body under applicable escheatment laws.

The Card is the property of Keesler FCU and we may revoke the Card at any time without cause or notice. You agree to surrender a revoked Card promptly upon demand. Upon revocation, any stored value remaining on the Card will be refunded to you less any applicable fees.


“Agreement” means these Cool Ca$h and Conditions. “We” “us” and “our” refer to Keesler Federal Credit Union “You” and “your” refer to the person who has obtained a Card from us. “Card” means the primary Cool Ca$h Card and any secondary reloadable Prepaid Cards obtained from us. Our “Business Days” are Monday through Friday; bank holidays are not included.

1. Agreement; Amendments
We agree to maintain the Card for you and to perform according to this Agreement. By obtaining a Card from us, activating the card, and by using the Card or by permitting anyone else to use the Card, you agree to the provisions of this Agreement, which is subject to amendment, and further agree that this Agreement is binding on your successors, representatives and assigns. We may from time to time adopt new or amended provisions which will be effective after notice has been mailed to you at the last address or email address shown for the Card on our records or has been posted on our Web site www.kfcu.org , or as otherwise permitted by law. Provisions changed pursuant to regulatory authorities shall be effective per such regulation without further notice.

2. Ownership and Use of the Card
The Card is and will remain our property. However, you will be solely and completely responsible for the possession, use and control of the Card. You must surrender the Card to us immediately upon request. The Card may not be used for Internet lottery, betting, or gambling transactions or for any illegal transactions.

3. Before using the Card
You must activate the Card by signing on to our secure website at www.kfcu.org or calling our toll free number indicated on the back of your Card. A Pin will automatically be assigned after activation. Remember to sign the reverse of the Card. Write down your Card number and the Customer Service Number on a separate piece of paper in case the Card is ever lost or stolen. At the time of activation, for your protection and for regulatory purposes, we may request, and you agree to provide, some additional identification verification information such as your home phone number, date of birth, social security number and zip code. We may use this data for a range of purposes, including but not limited to facilitating refunds if your Card is lost or stolen, enhancing usage at merchants that may require zip code authorization, and aiding in collection efforts in the event of a Shortage, as defined herein. We will hold your information in confidence in accordance with the section below entitled “Data Protection and Privacy”. If you do not wish to provide the data, or if the data you provide us cannot be appropriately verified, we reserve the right to cancel your Card and reimburse you for the Initial Load Amount.

Please read the following carefully and keep these Terms and Conditions for your records as they set out the Agreement between you and us. You will be deemed to have accepted the Card and the terms of this Agreement if you do any of the following: (a) use the Card or (b) activate the Card.

Please sign the back of your Prepaid Card using your usual signature immediately upon receipt.

You must be a citizen or a resident of the U.S. or dependent of a citizen or a resident of the U.S. with a ITIN to purchase this card. The minimum value that can be prepaid is $50.00.

4. Using Your Card
The VISA Prepaid Card is a reloadable stored-value card. It is neither a credit card, nor a NCUA insured deposit account. This card is issued by Keesler Federal Credit Union; pursuant to a license from Visa U.S.A, Inc. Your Card allows you to access your prepaid funds at ATMs, which display the Visa brand. You may also use your card at merchants who accept VISA debit cards worldwide. The card may not be used at some merchants including non-financial money exchange establishments and gambling establishments.

The maximum value credited to the Prepaid Card on issue is limited to $5000.00, and no more than $5000.00 can be available for use on the Card at any one time.

Activate your Card by visiting us online at www.kfcu.org or calling 1-866-760-3156. Your PIN will automatically be assigned after activation is complete. Once you have your initial PIN, you may also select your own PIN. You will be required, for validation purposes, to provide personal information. You will need your PIN to access cash from ATMs and to use at Interlink merchants. Be sure to choose a PIN with a number that, while easy for you to remember, may be difficult for someone else to guess. You may use your Card after activation.

The Card is non-transferable. The person who purchases the Card is the only person authorized to use the Card. Please do not give your Card to anyone else to use.

You may request up to four additional Cards when you order your Card for any user you authorize which will have to be separately activated and which can be used in the same way as the Card at ATMs and merchants that accept VISA debit cards. You are responsible for all authorized transactions made with this additional Card. Only the primary cardholder can load funds to the account.

You may only use the Card when there is a balance available on the Card and only up to the amount left on the Card and any transaction fee due. All use at an ATM or for purchases will be deducted from your Card, including any transaction fees. Any transaction made that exceeds the available balance will be declined.

Some Interlink and VISA merchants may, subject to limits, allow you to use your Card for cash-back on purchases and cash may be advanced at a Visa affiliated financial institution.

When you use your Card at an automated gas station pump you will require a minimum of $75 available credit on the Card to enable gas to be dispensed (It may take up to 24 hours before any unused amount is available to spend due to the way in which the transactions are processed). If your available balance is less than this, please pay the attendant in the gas station.

If you use the Card to make a telephone call this can require minimum credit of $15.

If you use your Card to purchase meals or drinks many restaurants and bars factor a tip into the price of up to 20% when pre-authorizing Card purchases but you will only be debited with the actual amount you spend. Hotels and cruise liners operate a similar policy, usually 15%.

Should you use your Card to pre-authorize a hotel reservation any amount requested in a pre-authorization will not be available to you to spend using the Card, although you will only be finally debited with the actual amount you spend. If 30 days elapse without you authorizing an amount any pre-authorization will be cancelled and this will be available to you.

Automobile rental businesses likewise add 15% to the rental to allow for any additional expenses and mail order companies often add a similar amount for potential shipping costs although the amount finally debited will be as the final bill.

When making a purchase on the phone, by mail or online the account information you provide must be the same account information as registered for the Card and a difference may lead to a declined authorization.

If you use the Card to buy goods and you want to use some other method of payment for part of the cost please advise the store in advance and use the Card first before paying any balance by other means. We do not guarantee that the establishment will fulfill this request.

Your Card will expire on the date embossed on the front of the Card, which will be not less than 24 months after you purchased the Card. If your account is a personalized account, is in good standing, and has greater than a $0 balance, it will automatically reissue.

The Card is our property and we may revoke the Card at any time without cause or notice. You must surrender a revoked Card and any Additional Card and you may not use an expired or revoked Card. Upon revocation any amount remaining in your Card account, after deducting all applicable fees, will be returned to you.

You will notify us promptly within a reasonable time if the Card is lost or stolen. A replacement Card will be issued for the balance remaining on the Card at the time it is reported lost or stolen (subject to unauthorized use of the Card as set out below).

We may change the terms of this Agreement or any features of the Card, and we will give you notice of any such change required by law.

Any entity honoring the Card is required to obtain approval or authorization for any transaction. The balance available for authorizing transactions with the Card is the lesser of your available balance or any dollar limitation disclosed for the transaction being performed. 10. Prepaid Card Account Fees and Charges
Additional Card Fee – $2.00.

Card Fee – $5.95 if a member and ordered from a local branch.

Monthly Maintenance Fee – $2.00

Reload Fee – $3.00 to reload value onto your Visa Prepaid Card. (Please remember Non-Personalized cards are limited to 4 loads including the initial value load.)

Inactivity Fee – You will be charged a fee of $2.50 each month, beginning on the 13th month of inactivity on the Card, as long as there is a balance remaining on the Card.

Card Replacement/Reissue Fee – $10.00 fee to replace a card with a status of lost or stolen, or to replace a damaged card or in the case of a name change.

If you think there is an error involving a transaction made with your Card such as a purchase you didn’t make or an incorrect amount charged to your Card, please call us at 1-866-760-3156, e-mail us at www.kfcu.org or write to us at: Cardholder Services P.O. Box 550578 Ft. Lauderdale, FL 33355. If you tell us orally, we may require that you send your claim or question in writing within 10 business days.

We must hear from you no later than 60 days after the transaction is posted to your account. Tell us your name and Card number. Describe the error or the transaction you are unsure about, and explain as clearly as you can why you believe it is an error or why you need more information. Tell us the dollar amount of the suspected error.

Generally, we will tell you the results of our investigation within 10 business days after we hear from you and will correct any error promptly. If we need more time, however, we may take up to forty-five (45) calendar days to investigate your complaint or question. If we decide to do this, we will re-credit your Card within 10 business days for the amount you think is in error, so that you will have use of the money during the time it takes us to complete our investigation. If we ask you to put your complaint or question in writing and we do not receive it within 10 business days, we may not re-credit your Card.

If we decide that there was no error, we will send you a written explanation within 3 business days after we finish our investigation and any credit made under the preceding paragraph must be repaid by you. You may ask for copies of documents that we used in our investigation.

13. Unauthorized Use of Your Card
Our zero liability policy may protect you from liability for certain unauthorized transactions. Under our zero liability policy, unless you have been grossly negligent or have been engaged in fraud, you will not be liable for any unauthorized transactions made with your lost or stolen Card. If you are grossly negligent or have engaged in fraudulent conduct, you could lose all the money in your account. A transaction is unauthorized if it is not initiated by you, you did not give permission to make the transaction and you do not benefit from the transaction in any way. Any unauthorized transactions will be re-credited to your Card in 5 business days.

Also, if your account history has transactions that you did not make, tell us at once by calling, toll-free, 1-866-760-3156. If you do not tell us within 60 days after the transaction was posted to your account, you may not get back any money you lost if we can prove we could have stopped someone from fraudulently using the Card if you had told us in time. If we believe that a good reason kept you from telling us, we will extend the time periods.

14. Termination
We reserve the right to terminate this Agreement or any of the services that are described herein by giving you written notice. You may, at any time, terminate this Agreement by calling us, toll-free, at 1-866-760-3156. Termination will not affect any of our rights or your obligations arising under this Agreement prior to termination.

15. Amendment
We may amend these terms and conditions at any time by adding, deleting or changing provisions in compliance with the applicable notification requirements of federal law. However, if the change is made for security purposes, we can implement it without prior notice.

16. Assignment
We may at any time and without notice to you assign the Card, this Agreement or any of our rights or obligations under the Card or this Agreement to any person or entity. The person or entity to which we make any such assignment shall be entitled to all our rights and/or obligations under this Agreement, to the extent assigned.

18. Unclaimed Funds
Funds will expire 5 years after the card is issued or from when funds were last loaded. At expiration, the Card will be closed and any unused balance will be returned to the appropriate governing body under applicable escheatment laws.

19. Zero Liability
Visa’s Zero Liability policy means 100 percent protection for you. Visa’s enhanced policy guarantees maximum protection against fraud. You now have complete liability protection for all of your card transactions that take place on the Visa system. Should someone steal your card number while you’re shopping, online or off, you pay nothing for this fraudulent activity.

If you notice fraudulent activity on your card, promptly contact your financial institution to report it. It is important to continually monitor your monthly statement to identify any unauthorized transactions. **

**Cardholders should always regularly check their transaction history for accuracy. Financial institutions may impose greater liability on the cardholder if the financial institution reasonably determines that the unauthorized transaction was caused by the gross negligence or fraudulent action of the cardholder which may include your delay for an unreasonable time in reporting unauthorized transactions.

CARDHOLDER AGREEMENT
IMPORTANT – PLEASE READ CAREFULLY

Terms and Conditions/Definitions for the AFFN Traveler Card Prepaid MasterCard®
This Cardholder Agreement (“Agreement”) outlines the terms and conditions under which the AFFN Traveler Card Prepaid MasterCard has been issued to you  by The Bancorp Bank, Wilmington, Delaware (“The Bancorp Bank” or “Issuer”).  The Issuer is an FDIC insured member institution.  “Card” means the AFFN Traveler Card Prepaid MasterCard issued to you by The Bancorp Bank.  By accepting and using the Card, you agree to be bound by the terms and conditions contained in this Agreement.  “Card Account” means the records we maintain to account for the value of claims associated with the Card.  “You” and “your” mean the person or persons who have received the Card and are authorized to use the Card as provided for in this Agreement.  “We,” “us,” and “our” mean the Issuer, our successors, affiliates or assignees.  You acknowledge and agree that the value available in the Card Account is limited to the funds that you have loaded into the Card Account or have been loaded into the Card Account on your behalf.  You agree to sign the back of the Card immediately upon receipt.  The expiration date of the Card is identified on the front of your Card.  The Card is a prepaid card. The Card is not connected in any way to any other account.  The Card is not a credit card.  The Card is not for resale.  You will not receive any interest on your funds in the Card Account.  The Card will remain the property of the Issuer and must be surrendered upon demand.  The Card is nontransferable and it may be canceled, repossessed, or revoked at any time without prior notice subject to applicable law.  The Card is not designed for business use, and we may close your Card if we determine that it is being used for business purposes.  We may refuse to process any transaction that we believe may violate the terms of this Agreement.  Our business days are Monday through Friday, excluding federal holidays, even if we are open.  Any references to “days” found in this Agreement are calendar days unless indicated otherwise.
Write down your Card number and the customer service phone number provided in this Agreement on a separate piece of paper in case your Card is lost, stolen, or destroyed.  Keep the paper in a safe place.  Please read this Agreement carefully and keep it for future reference.
IMPORTANT INFORMATION ABOUT PROCEDURES FOR OPENING A NEW CARD ACCOUNT
To help the government fight the funding of  terrorism and money laundering activities, federal law, requires all financial institutions to obtain, verify, and record information that identifies each person who opens a Card Account.  What this means for you: When you open a Card Account, we will ask for your name, address, date of birth, and other information that will allow us to identify you.  We may also ask to see a copy of your driver’s license or other identifying documents.
Activate Your Card
You must activate your Card before it can be used. You may activate your Card by calling 1-855-898-0087. You will need to provide your Card number and the last four (4) digits of your Social Security number for verification of your identity.
Personal Identification Number
After you activate your Card via the customer service number, 1-855-898-0087, you will be prompted to hear your PIN. You should not write or keep your PIN with your Card. Never share your PIN with anyone.  When entering your PIN, be sure it cannot be observed by others and do not enter your PIN into any terminal that appears to be modified or suspicious.   If you believe that anyone has gained unauthorized access to your PIN, you should advise us immediately following the procedures in the paragraph labeled “Your Liability for Unauthorized Transfers.”  Your Card contains EMV technology, also known as “Chip and PIN”.  This allows you to use the Card in a Chip reader terminal in addition to the common magnetic swipe terminal.  The Chip technology is currently used by merchants outside of the U.S.  Should your PIN be entered incorrectly three times in a 24 hour period, at any terminal in the U.S. or abroad, your PIN will become blocked and unusable.  To maintain the security of the Card, you can only unblock or change your assigned PIN at an Automated Teller Machine (“ATM”) that supports the PIN unblock and change functions.  These ATMs are presently available outside of the U.S.  To avoid blocking your PIN while using your Card in the U.S., please keep your PIN in a safe place and avoid entering it incorrectly multiple times.  At any time, you can call Customer Service at 1-855-898-0087 to hear your assigned PIN.  You will need to provide your Card number and the last 4 digits of your Social Security number for verification of your identity.
Authorized Card Users
You are responsible for all authorized transactions initiated and fees incurred by use of your Card.  If you permit another person to have access to your Card or Card number, we will treat this as if you have authorized such use and you will be liable for all transactions and fees incurred by those persons.  You are wholly responsible for the use of each Card according to the terms and conditions of this Agreement.
Secondary Cardholder
You may not request an additional Card for another person. Each Family member must have their own Card Account.
Card Replacement 
If you need to replace your Card for any reason, please return to a branch of the financial institution where the Card was purchased to obtain an immediate replacement, or contact us at 1-855-898-0087 to request a replacement Card be mailed to you.  You will be required to provide personal information which may include your Card number, full name, transaction history, etc.  There is a fee for replacing your Card.  Refer to the fee schedule provided within this document.
Your Representations and Warranties
By activating the Card or by retaining, using or authorizing the use of the Card, you represent and warrant to us that:  (i) you are at least 18 years of age (or older if you reside in a state where the majority age is older); (ii) you are a U.S. citizen or legal alien residing in the United States or the District of Columbia; (iii) you have provided us with a verifiable U.S. street address (not a P.O. Box); (iv) the personal information that you provide to us in connection with the Card is true, correct and complete; (v) you received a copy of this Agreement and agree to be bound by and to comply with its terms; and (vi) you accept the Card.
Cash Access
With your PIN, you may use your Card to obtain cash from any Automated Teller Machine (“ATM”) or any Point-of-Sale (“POS”) device, as permissible by a merchant, that bears the MasterCard®, Maestro®, Cirrus®, NYCE® or AFFN® Acceptance Mark.  All ATM transactions are treated as cash withdrawal transactions. You may use your Card at an ATM.  The maximum cumulative amount that may be withdrawn from an ATM per day is $400.00.  The maximum cumulative amount that may be withdrawn through a participating bank (over the counter withdrawal) is $5000.00.   Any funds withdrawn from a POS device will be subject to the maximum amount that can be spent on your Card per day.
Loading Your Card
You may add funds to your Card, called “value loading”, at any time.  The minimum amount of the initial value load is $100.00.  The Card must be loaded for at least the minimum amount at the time the card is purchased at the branch location.  The minimum amount of each value reload is $100.00 via bank or online via the consumer website.  The minimum amount of each value reload via the Green Dot® MoneyPak® is $20.00.  The maximum amount of the initial value load at the time of Card purchase is $5000.00.  The maximum amount of each value reload is $5000.00 via the bank or online via the consumer website.  The maximum amount of each value reload is $1000.00 by purchasing a Green Dot MoneyPak.  The maximum number of times you may load your Card per day is two (2) at the bank or online at www.AFFNTravelerCard.com.  The maximum number of times you may load your Card via MoneyPak is one (1) time per day.  You may add value or load your Card via the website, www.AFFNTravelerCard.com using a registered funding source; returning to a branch of the financial institution where the Card was purchased; or via the Green Dot Money Pak at retailers nationwide.  Reloads performed online using your registered bank account may take three to five (3-5) business days to be applied; cash reloads in branch may take from one to six (1-6) hours to appear on your Card; Green Dot reloads are performed with a MoneyPak that is purchased at the retailer, and you must use the internet after the purchase to have the funds loaded to the Card.  Personal checks, cashier’s checks, and money orders sent to the Issuer are not an acceptable form of loading.  All checks and money orders sent to the Issuer for Card loading will be returned unless the full amount may be applied towards a negative balance, in which case the check or money order may or may not be loaded to the Card at the discretion of the Issuer.
Using Your Card/Features
The maximum amount that can be spent on your Card per day is $5000.00.  The maximum value of your Card is restricted to $5000.00.  You may use your Card to purchase or lease goods or services everywhere Debit MasterCard, Maestro cards, NYCE cards, or AFFN cards are accepted as long as you do not exceed the value available on your Card Account.  Some merchants do not allow cardholders to conduct split transactions where you would use the Card as partial payment for goods and services and pay the remainder of the balance with another form of legal tender.  If you wish to conduct a split transaction and it is permitted by the merchant, you must tell the merchant to charge only the exact amount of funds available on the Card to the Card.  You must then arrange to pay the difference using another payment method.  Some merchants may require payment for the remaining balance in cash.  If you fail to inform the merchant that you would like to complete a split transaction prior to swiping your Card, your Card is likely to be declined.
If you use your Card at an automated fuel dispenser (“pay at the pump”), the merchant may preauthorize the transaction amount up to $99.00 or more.  If your Card is declined, even though you have sufficient funds available, pay for your purchase inside with the cashier.  If you use your Card at a restaurant, a hotel, for a car rental purchase, or for similar purchases, the merchant may preauthorize the transaction amount for the purchase amount plus up to 20% or more to ensure there are sufficient funds available to cover tips or incidental expenses incurred.  Any preauthorization amount will place a “hold” on your available funds until the merchant sends us the final payment amount of your purchase.  Once the final payment amount is received, the preauthorization amount on hold will be removed.  It may take up to seven (7) days for the hold to be removed.  During the hold period, you will not have access to the preauthorized amount.
If you use your Card number without presenting your Card (such as for a mail order, telephone, or Internet purchase), the legal effect will be the same as if you used the Card itself.  For security reasons, we may limit the amount or number of transactions you can make on your Card.  Your Card cannot be redeemed for cash.  You may not use your Card for online gambling or any illegal transaction.
Each time you use your Card, you authorize us to reduce the value available in your Card Account by the amount of the transaction and any applicable fees.  You are not allowed to exceed the available amount in your Card Account through an individual transaction or a series of transactions.  Nevertheless, if a transaction exceeds the balance of the funds available on your Card, you shall remain fully liable to us for the amount of the transaction and any applicable fees.
You do not have the right to stop payment on any purchase or payment transaction originated by use of your Card.  You may not make preauthorized regular payments from your Card Account.  If you authorize a transaction and then fail to make a purchase of that item as planned, the approval may result in a hold for that amount of funds for up to thirty (30) days.  All transactions relating to car rentals may result in a hold for that amount of funds for up to sixty (60) days.
Card Transfers
You have the option to transfer funds between Card Accounts within this program.  If your spouse or other family member gets an AFFN Traveler Card Prepaid MasterCard, you can visit www.AFFNTravelerCard.com to set up the Card Account relationships and perform Card to Card transfers between your Card Accounts.  You can perform one (1) transfer per day from your Card.  The minimum amount per transfer is $50.00 and the maximum amount per transfer is $300.00.  You may not transfer more than $500.00 in a 3 day period.
Transactions Made In Foreign Currencies
If you obtain your funds or make a purchase in a currency other than the currency in which your Card was issued, the amount deducted from your funds will be converted by MasterCard International Incorporated into an amount in the currency of your Card.  The exchange rate between the transaction currency and the billing currency used for processing international transactions is a rate selected by MasterCard International Incorporated from the range of rates available in wholesale currency markets for the applicable central processing date, which may vary from the rate MasterCard International Incorporated itself receives, or the government-mandated rate in effect for the applicable central processing date.  If you obtain your funds or make a purchase in a currency other than the currency in which your Card was issued, the Issuer may assess a foreign currency conversion fee of 1% of the transaction amount and will retain this amount as compensation for its services. Transactions made outside of the 50 United States and the District of Columbia are also subject to this conversion fee even if they are completed in U.S. currency.
Receipts
You should get a receipt at the time you make a transaction using your Card.  You agree to retain, verify, and reconcile your transactions and receipts.
Card Account Balance/Periodic Statements
You are responsible for keeping track of your Card Account available balance.  Merchants generally will not be able to determine your available balance.  It’s important to know your available balance before making any transaction.  You may obtain information about the amount of money you have remaining in your Card Account by calling 1-855-898-0087.  This information, along with a sixty (60) day history of Card Account transactions, is also available online at www.AFFNTravelerCard.com .  You also have a right to obtain a sixty (60) day written history of Card Account transactions by calling 1.855.898.0087 or by writing us at P.O. Box 5017, Sioux Falls, SD 57117-5017.  However, there is a fee for this service.  You will not automatically receive paper statements.
Fee Schedule
All fee amounts will be withdrawn from your Card Account and will be assessed as long as there is a remaining balance on your Card Account, except where prohibited by law.  Anytime your remaining Card Account balance is less than the fee amount being assessed, the balance of your Card Account will be applied to the fee amount resulting in a zero balance on your Card Account.

Foreign Currency Conversion Fee: 1% (per International Transaction).
IVR Call Fee: $0.50 (per call to IVR; first (1) call waived each month)
ATM Withdrawal Domestic Fee: $2.00 (per withdrawal; first (1) withdrawal waived each month)
ATM Withdrawal International Fee: $2.25 (per withdrawal; first (1) withdrawal waived each month)
ATM Balance Inquiry Fee: $1.00 (per transaction via ATM; no charge via www.AFFNTravelerCard.com)
Rush Shipping Fee: $12.00 (per request, per shipment by a carrier other than standard U.S. Postal mail)
Inactivity Fee: $ 2.50 (per month; assessed the beginning of the month immediately following ninety (90) days of no transactional activity (any use of your card for a purchase , cash, load, unload, or transfer of funds; excludes any fees assessed)
Value Load, Unload, or Transfer Fee: $1.00 (per occurrence)*
Value Load (Branch location) Fee: $1.00 (per occurrence)**
Live Agent Customer Service Fee: $1.50 (per call, first (1) call waived each month)

*Reloads via a Retail reload network are subject to additional fees collected by the merchant.

***Card replacement at a branch is subject to additional fees up to $5.00 that may be charged by the branch location.

If you use an ATM not owned by us for any transaction, including a balance inquiry, you may be charged a fee by the ATM operator even if you do not complete a withdrawal.  This ATM fee is a third party fee amount assessed by the individual ATM operator only and is not assessed by us.  This ATM fee amount will be charged to your Card.

Confidentiality
We may disclose information to third parties about your Card or the transactions you make:
(1)  Where it is necessary for completing transactions;
(2)  In order to verify the existence and condition of your Card for a third party, such as merchant;
(3)  In order to comply with government agency, court order, or other legal or administrative reporting requirements;
(4)  If you consent by giving  us your written permission;
(5)  To our employees, auditors, affiliates, service providers, or attorneys as needed; or
(6)  Otherwise as necessary to fulfill our obligations under this Agreement.
Our Liability for Failure To Complete Transactions
If we do not properly complete a transaction from your Card on time or in the correct amount according to our Agreement with you, we will be liable for your losses or damages.  However, there are some exceptions.  We will not be liable, for instance: (1)   If through no fault of ours, you do not have enough funds available on your Card to complete the transaction;
(2)   If a merchant refuses to accept your Card;
(3)   If an ATM where you are making a cash withdrawal does not have enough cash;
(4)   If an electronic terminal where you are making a transaction does not operate properly, and you knew about the problem when you initiated the transaction;
(5)   If access to your Card has been blocked after you reported your Card lost or stolen;
(6)   If there is a hold or your funds are subject to legal or administrative process or other encumbrance restricting their use;
(7)   If we have reason to believe the requested transaction is unauthorized;
(8)   If circumstances beyond our control (such as fire, flood, or computer or communication failure) prevent the completion of the transaction, despite reasonable precautions that we have taken; or
(9)   Any other exception stated in our Agreement with you.
Your Liability for Unauthorized Transfers
Contact us at once if you believe the Card has been lost or stolen.  Telephoning is the best way to minimize possible losses.  If you believe the Card has been lost or stolen, or that someone has transferred or may transfer money from the Card Account without your permission, call 1.855.898.0087.  Under MasterCard Rules, you will not be held responsible for unauthorized transactions if you used reasonable care in protecting the Card from loss or theft and you promptly reported to us when you knew that the MasterCard Card was lost or stolen. Zero Liability does not apply to MasterCard payment cards used for commercial purposes or anonymous prepaid cards (until such time as the identity of the cardholder has been registered with us).

If the Card has been lost or stolen, we will close the Card Account to keep losses down and will send a replacement card. There is a fee for replacing the Card. For information about the fee, see the section labeled “Fee Schedule.”

Other Miscellaneous Terms
Your Card and your obligations under this Agreement may not be assigned.  We may transfer our rights under this Agreement.  Use of your Card is subject to all applicable rules and customs of any clearinghouse or other association involved in transactions.  We do not waive our rights by delaying or failing to exercise them at anytime.  If any provision of this Agreement shall be determined to be invalid or unenforceable under any rule, law, or regulation of any governmental agency, local, state, or federal, the validity or enforceability of any other provision of this Agreement shall not be affected.  This Agreement will be governed by the law of the State of Delaware except to the extent governed by federal law.
Amendment and Cancellation
We may amend or change the terms and conditions of this Agreement at any time.  You will be notified of any change in the manner provided by applicable law prior to the effective date of the change.  However, if the change is made for security purposes, we can implement such change without prior notice.  We may cancel or suspend your Card or this Agreement at any time.  You may cancel this Agreement by returning the Card to us.  Your cancellation of this Agreement will not affect any of our rights or your obligations arising under this Agreement prior to termination.
In the event that your Card Account is cancelled, closed, or terminated for any reason, you may request the unused balance to be returned to you via a check to the mailing address we have in our records.  There is a fee for this service.  Please refer to the fee schedule above.  The Issuer reserves the right to refuse to return any unused balance amount less than $1.00.

Information About Your Right to Dispute Transactions
In case of a discrepancy or questions about the Card Account transaction(s), call 1-855-898-0087 or write to Cardholder Services, AFFN Traveler Card, P.O. Box 5017, Sioux Falls, SD 57117-5017 as soon as you can. You must contact us no later than sixty (60) calendar days after we posted the transaction(s) to the Card Account. You may request a written history of your transactions at any time by calling 1-855-898-0087 or writing to Cardholder Services, AFFN Traveler Card, P.O. Box 5017, Sioux Falls, SD 57117-5017.

In case of a discrepancy or questions about the Card Account transactions you will need to tell us:
1.  Your name and the 16-digit Card number.
2.  A description of the transaction(s) including the date and dollar amount.
3. Why you believe there is a discrepancy.

If you provide this information orally, we may require that you send the details listed above in writing within sixty (60) calendar days after we posted the transaction(s) you are questioning. You agree to cooperate fully with our investigation and to provide any additional information or documentation we may need for the claim.

Once we have the required details, information, and/or documents, we will determine whether a discrepancy occurred. Our investigation may take up to one hundred and twenty (120) days from the transaction settlement date. If we ask you to put details in writing and you do not provide them within sixty (60) calendar days of the date we posted the transaction(s) you are questioning, we may not be able to resolve the claim in your favor.

We will tell you the results in writing after completing our investigation. If we determine a discrepancy occurred we will correct the discrepancy promptly and credit the Card Account. If we decide there was no discrepancy, we will send you a written explanation.

English Language Controls -Any translation of this Agreement is provided for your convenience. The meanings of terms, conditions and representations herein are subject to definitions and interpretations in the English language. Any translation provided may not accurately represent the information in the original English.

No Warranty Regarding Goods or Services as Applicable-We are not responsible for the quality, safety, legality, or any other aspect of any goods or services you purchase with your Card
ARBITRATION: 
Any claim, dispute, or controversy (“Claim”) arising out of or relating in any way to: i) this Agreement; ii) your Card; iii) the Cards of any additional cardholders designated by you; iv) your purchase of the Card; v) your usage of the Card; vi) the amount of available funds in the Card Accounts; vii) advertisements, promotions or oral or written statements related to the Cards, as well as goods or services purchased with the Card; viii) the benefits and services related to the Cards; or ix) transaction on the Card, no matter how described, pleaded or styled, shall be FINALLY and EXCLUSIVELY resolved by binding individual arbitration conducted by the American Arbitration Association (“AAA”) under its Consumer Arbitration Rules.  This arbitration agreement is made pursuant to a transaction involving interstate commerce, and shall be governed by the Federal Arbitration Act (9 U.S.C. 1-16). We will pay the initial filing fee to commence arbitration and any arbitration hearing that you attend shall take place in the federal judicial district of your residence.  ARBITRATION OF YOUR CLAIM IS MANDATORY AND BINDING.  NEITHER PARTY WILL HAVE THE RIGHT TO LITIGATE THAT CLAIM THROUGH A COURT.   IN ARBITRATION, NEITHER PARTY WILL HAVE THE RIGHT TO A JURY TRIAL OR TO ENGAGE IN DISCOVERY, EXCEPT AS PROVIDED FOR IN THE AAA CODE OF PROCEDURE.  For a copy of the procedures, to file a Claim or for other information about these organizations, contact them as follows: AAA, at 335 Madison Avenue, New York, NY  10017 or at www.adr.org.  All determinations as to the scope, interpretation, enforceability and validity of this Agreement shall be made final exclusively by the arbitrator, which award shall be binding and final.  Judgment on the arbitration award may be entered in any court having jurisdiction.  NO CLASS ACTION, OR OTHER REPRESENTATIVE ACTION OR PRIVATE ATTORNEY GENERAL ACTION OR JOINDER OR CONSOLIDATION OF ANY CLAIM WITH A CLAIM OF ANOTHER PERSON OR CLASS OF CLAIMANTS SHALL BE ALLOWABLE.  This arbitration provision shall survive: i) the termination of the Agreement; ii) the bankruptcy of any party; iii) any transfer, sale or assignment of your Card, or any amounts owed on your Card, to any other person or entity; or iv) expiration of the Card.  If any portion of this arbitration provision is deemed invalid or unenforceable, the remaining portions shall remain in force.  IF YOU DO NOT AGREE TO THE TERMS OF THIS ARBITRATION AGREEMENT, DO NOT ACTIVATE OR USE THE CARD.  SAVE YOUR RECEIPT AND CALL US AT 1-855-898-0087 TO CANCEL YOUR CARD AND TO REQUEST A REFUND.
